In 1958, Chicago State Farm Insurance employee Patricia Bays Haroski was so inspired by her boss that she petitioned the government to set aside October 16 (her dad's birthday) as a day to recognize supervisors and employers who were doing a great job; in 1962, Illinois governor Otto Kerner made it official.
